The Levels of Incarceration

How we are keeping the community safe.

When Carcosa was founded, the goal was to provide a safe space for the treatment and rehabilitation of the repeat and first time offenders Attollo has. Years of service have not swayed our goal, and we would like to emphasize that we value and respect every individual that comes through our doors. However, precautions must be made, and we ask that you understand this as you embark on this journey with us. Our levels exist for a reason, and allow us to treat each prisoners needs the best way we can.

Level 1 - Traffic and Petty Crimes

Designed to host individuals who are accused of lesser crimes such as traffic violations or parole violations. This level also acts as a temporary holding section for the Attollo police force. The interior of Level 1 resembles that of a minimum security prison, with 'dorm' room styled cells. Inmates are given more leniency here, including exercise time, meals all together, and the opportunity to socialize with fellow inmates and guards. These individuals are also allowed to have conjugal visits. 

 

Offenses that put people here include DUI, reckless driving, selling and supplying alcohol to minors, open container violations, possession of lower class narcotics, etc.

Level 2 - Inchoate/Incomplete Crimes

Individuals who have initiated a criminal act but have not completed the act are placed here. This level is designed to replicate a minimum security prison as well, with the same restrictions included. Individuals on this level are not permitted to have conjugal visits and are kept under observation during visitations. 

 

Offenses that put people here include aiding and abetting, attempt, solicitation, and conspiracy. Accessory to crimes will also place individuals in this section regardless of the role that they played.

Level 3: Narcotics and Weapons

Individuals who have been involved in some form of narcotics crime or weapons crime are placed on this level. This level has decrease rec time, decreased visitation time, and decreased opportunities for socialization. Individuals in this section partake in our work program that has inmates designing license plates and electrical paneling for experience and pay.

 

Offenses that put people here include paraphernalia, possession, manufacturing/delivering, trafficking, dealing, and any assault offenses involving drugs. Arms dealing is included in this section as well as overseas importation. Any involvement in the human trafficking rings run by Ovo also puts people in this section.

Level 4: Theft and Financial Crimes

Individuals who commit any crimes for financial or monetary gain are placed in this level, including cyber crimes. Level 4 is designed as a maximum security section with hard restrictions enforced. Individuals in this level also partake in the work program. 

 

Offenses that put people here include bribery, embezzlement, identity theft, money laundering, mortgage fraud, racketeering, security fraud, tax evasion, any form of ‘white collar crime’ such as ponzi schemes, forgery, breaking and entering, theft over 5000, insurance fraud, extortion and any forms of hacking, acquirement of data, introducing viruses , and other such offenses.

Level 5: Sexual Offenses

Individuals who commit any sexual offenses are placed in this level. This section is similar to levels 3 and 4, but  includes solitary confinement cells for individuals who are high risk or high targeted depending on their offenses. Those in this section are involved in the work program, but are not permitted to associate with the other levels in the work program due to the nature of their crimes. 

 

Offenses that put people here include rape, sexual assault, attempted rape, indecent exposure, solicitation, statutory rape, revenge porn, any form of pimping, pedophilia, anything involving child pornography, involvement in Ovo’s human trafficking trades, etc.

Level 6: Violent Crimes

Individuals who commit any act that is regarded as producing grievous bodily harm or trauma to another individual are placed in this level. This section has solitary confinement cells. These cells are designed in a padded fashion and modified to be sound-proof so that individuals placed here experience a loss of time, permitting reflection on actions. Those in this section are in the work program but are not permitted to be associated with the other levels due to the nature of their crimes.

 

Offenses that put people here include aggravated battery, attempted murder, aggravated assault, aggravated assault with a weapon, kidnapping, use of a destructive device, arson, hostage holding, etc.

Level 7: Homicide

Individuals who commit any act of homicide land in this section. This section has modified solitary confinement cells. Individuals in this section are in the work program but are not permitted to associate with other inmates. Individuals in this section have no permission to engage in visitations and are limited to one hour of activity a day.

 

Offenses that put people here include murder in the first degree, murder in the second degree, manslaughter, negligence resulting in death, any form of patricide, matricide, or infanticide, use of powers that results in a death, and mercy kills. Those who are hit-for-hire (such as renown hit-man Sylvester Blanc) are also held at this level.

Level 8: Lesser Powered Offenses

Individuals who commit crimes using their powers that do not cause grievous damage on a large scale are placed in this section. This level has additional sections for controlling powers. Individuals are kept in modified cells. Further modifications are made to these cells by the assistance of Amelia Reese, a powered individual whose abilities included power negation. Under Amelia's guidance, we have created a field that negates the powers of the individuals kept on this level, permitting them to be kept under control. Offenses that put people here include any form of crime committed by use of power. If a theft was committed by an individual who used phase powers, the punishment would be to be placed in level 8. If an individual were to commit assault using their powers (i.e an individual with increased strength used this on a significant other) they would be placed in this section as well.

Level 9: Higher Powered Offenses

Individuals who commit large-impact crimes using their powers that produce grievous damage  are placed in this section. The cells in this section are strictly one person per cell and are similar to 8. Individuals are contained 24/7. We have slots for food delivery and microphones for therapy. There are no mirrors or clocks present in the cells. Power negations are also present in this level and are further modified to increase their strength. We have deemed that these individuals are not safe to allow out for the one hour free time, hence why they are kept on lock-down 24/7. Level 9 also consists of modified cells for individuals of an extraterrestrial origin, such as Sysba, in order to adequately contain them. Any large scale offenses with powers place inividuals here. Notable residents of this section, both current and previous, include the Abyssal Prince, Sysba, The Hierophant, The Dreamwalker, Spaetz, and Sylvia Harthrow.
