Our Story

How and why Carcosa came to be.

Our Founding

Carcosa was designed with the commission of Balthazar Martin, current mayor of Attollo. Architect and Attollo native Henry Vespa, who worked alongside his wife Katherine, was the individual hired to complete the design. Basing off the results of Void 1, the original prison that was hastily set up to hold powered individuals as well as the supernatural, Henry and Katherine sought to improve the security and resilience of the new prison. 

 

Carcosa resembles the panopticon that was originally proposed by Michel Foucault in 1977 (9 years before The Rapture). The panopticon design focuses heavily on the idea of a surveillance of many by few; the prison is designed in a circular (or, in Carcosas case, triangular) style where a guards stand at a viewpoint in the center that permits them to observe every inmate in their cell 24/7. The cells of Carcosa themselves vary depending on the level (higher levels tend to have more heavily modified cells as compared to lower levels) but all cells have a 2 way reflective door; the guards can see the inmates, but the inmates cannot see outside of the cells.

The Design

The exterior of our building is built of black onyx and stands at approximately 342 meters, not including the searchlight located at the top. The searchlight and sirens are a unique feature on the building; the search light is activated only during emergencies. The sirens are usually triggered alongside the searchlight and will automatically shut off within 4 hours; the searchlight will continue to function until it’s manually turned off by one of our trained professionals. The searchlight is red in colour and can flood the entire city of Attollo when activated. There are no windows on the exterior of Carcosa. There is a small yard surrounding the prison that is specifically designed for guards use only; this yard also happens to be the personal garden of our esteemed Warden Abraxas Needle.

Our Levels

Carcosa has approximately 9 levels to the prison, with a 10th level for our basement. Level 1 is for individuals who commit traffic offenses or petty crimes, level 2 is for incomplete/inchoate crimes, level 3 is for drug-related and dealing crimes, level 4 is for theft crimes (including property theft alongside B&E - white collared crimes are included here as well), level 5 is for sex crimes (including sexual assaults and pedophilia), level 6 is for violent crimes that include bodily harm or damage of property, level 7 is for homicide (all levels, from manslaughter to first degree), level 8 are crimes committed by powered individuals that are not impactful on a large scale, and level 9 are for crimes committed by powered individuals that are impactful on a large scale, cause severe bodily harm to numerous individuals, affect Attollo’s economy, or are perceived as acts of domestic terrorism according to the rules designed and authorized by The Crowes Court. 

 

All prisoners receive psychiatric counselling from our team of qualified doctors headed by Doctor Florence Spine.
